Risk areas outside flooding areas in Hesse: Title according to the Water Resources Act (WHG) §78b (1) Risk areas outside flooding areas are areas for which hazard maps are to be drawn up pursuant to Section 74(2) and which are not fixed as flood zones pursuant to Section 76 (2) or (3) or are provisionally secured; this does not apply to areas that are predominantly influenced by the tides, unless otherwise specified by state law. For risk areas outside flooding areas, the following shall apply: (see WHG). (2) Further legislation of the Länder shall remain unaffected.
