The Survey of living conditions has two main purposes. One is to shed light on the main aspects of the living conditions in general and for various groups of people. Another purpose is to monitor the development in living conditions, both in level and distribution. Over a three-year period this cross-sectional survey cover all aspects of the living conditions. The health interview survey, which is carried out every 3 years, map the population's health, functional level, lifestyle and use of health services.

The very first health interview survey in Norway was carried out in 1968. Similar surveys were carried out in 1975, 1985 and 1995. After 1996 this survey was integrated in the system of living condition surveys and are now conducted every three years. The survey covers themes in relation to health status, disability, participation, care, lifestyle and use of health services.

生活状况调查（Survey of Living Conditions）主要包含两项核心目标：其一为全面阐明整体人群及各类细分群体生活状况的核心维度；其二为追踪监测生活状况在水平提升与资源分配层面的发展态势。本次为期三年的横断面调查（cross-sectional survey）覆盖生活状况的所有相关维度。

每三年开展一次的健康访谈调查（Health Interview Survey），可系统勾勒人群的健康状态、功能水平、生活方式与卫生服务利用情况。挪威的首次健康访谈调查始于1968年，后续分别于1975年、1985年及1995年开展了同类调查。1996年起，该调查被纳入生活状况调查体系，目前每三年实施一次。本次调查涵盖健康状态、残疾状况、社会参与、照护服务、生活方式及卫生服务利用等相关主题。
