TRA SUPPORTO ALLE PMI E TUTELA DEL PATRIMONIO CULTURALE: POLITICHE PER L'ARTIGIANATO A CONFRONTO TRA NORMANDIA E VENETO

Mentre le politiche di supporto alle PMI considerano raramente l’artigianato nello specifico, quelle rivolte alla tutela ed alla valorizzazione dello stesso come insieme di tradizioni e/o come patrimonio culturale trascurano spesso la dimensione aziendale e di mercato di tali imprese. A partire dal confronto tra questi due ambiti e attraverso sei casi studio, corrispondenti a tre diverse scale urbane situati rispettivamente in Veneto ed in Normandia (Francia), il nostro contributo evidenzia quali sono gli attori coinvolti e gli strumenti con le quali le politiche pubbliche intervengono con riferimento all’artigianato. Whilst SME policies seldom consider craftsmanship specifically, those aimed at its conservation and promotion as a set of traditions and/or as cultural heritage often overlook the business and market dimensions of such enterprises. Based on a comparison of those two fields among six case studies, corrisponding to three urban scales between Veneto (Italy) and Normandy (France), our contribution identifies actors involved as well as policy instruments used with reference to craftsmanship.当前针对中小型企业（Small and Medium Enterprises, SME）的扶持政策，极少会专门将手工艺（craftsmanship）纳入考量范畴；而那些旨在将手工艺作为传统集合与/或文化遗产加以保护与弘扬的政策，则往往忽视了这类企业的经营属性与市场维度。本研究通过对比上述两类政策范畴，并依托六个案例展开分析——这些案例对应三处不同层级的城市样本，分别位于意大利威尼托大区与法国诺曼底地区——最终明确了手工艺领域公共政策所涉及的参与主体与可用干预工具。
