CyL renewables: Environmental Sensitivity Natura Network

Environmental sensitivity to wind and solar energy production facilities in Natura 2000 Network sites (SACs and SPAs) in Castilla y León.

Law 4/2015, of 24 March, on the Natural Heritage of Castilla y León establishes, with respect to the Natura 2000 Network, that the carrying out of any activity, plan, program or project that, without having a direct relationship with the management of a site included in the Natura 2000 Network or without being necessary for it, may appreciably affect said site, either individually or in combination with others, will be conditioned on being assured that it will not cause damage to the integrity of that site.

According to the classification of uses contained in the law, renewable energy production facilities are considered evaluable activities, that is, prior to their approval or realization they must be subjected to specific analysis, and during this process it must be ensured that the activity does not affect the integrity of the Network. Indicate that many of the Basic Plans for the Management and Conservation of Natura 2000 Protected Areas and the Basic Plans for the Management and Conservation of Natura 2000 Values point to renewable energy production facilities as threatening factors for the future of these areas.

卡斯蒂利亚-莱昂自治区内自然2000网络站点（特殊保育区Special Areas of Conservation, SACs、特殊保护区Special Protection Areas, SPAs）对风电与光伏能源生产设施的环境敏感性。

2015年3月24日颁布的《卡斯蒂利亚-莱昂自治区自然遗产法》第4/2015号针对自然2000网络作出如下规定：任何与自然2000网络所辖站点管理无直接关联、亦非站点管理必需的活动、规划、计划或项目，若单独或联合对该站点造成显著影响，均需在确认不会损害该站点完整性后方可实施。

根据该法所载的用途分类，可再生能源生产设施被列为需评估活动，即其在获批或实施前必须接受专项分析，且该过程中需确保相关活动不会损害自然2000网络的站点完整性。需说明的是，多项《自然2000保护地管理与保护基本计划》及《自然2000价值管理与保护基本计划》均将可再生能源生产设施列为上述区域未来发展的威胁因素。
