The Constituency Development Fund (CDF), also known as the Constituency Development Catalyst Fund (CDCF), was introduced in Tanzania through the 2009 Act to bring government resources closer to the people. The fund was designed to support small-scale, community-driven projects that directly respond to local needs such as education, health services, water supply, infrastructure, and poverty reduction. Over the years, it has helped expand access to basic services, improve livelihoods, and give communities especially marginalized groups an opportunity to take part in shaping their own development.Despite these achievements, the CDF faces several challenges. Weak accountability systems, political interference, duplication of projects, and limited community participation have made it difficult to fully realize its goals. These issues reduce both transparency and effectiveness, raising concerns about whether the fund is always used in the best interest of local people.
选区发展基金(Constituency Development Fund, CDF),亦称选区发展催化基金(Constituency Development Catalyst Fund, CDCF),由坦桑尼亚于2009年通过法案设立,旨在将政府资源更贴近民众。该基金旨在扶持小型、社区主导型项目,以直接回应当地民众在教育、医疗卫生、供水、基础设施建设以及减贫等领域的需求。多年来,该基金助力扩大基本公共服务覆盖范围、改善民众生计,也让社区尤其是边缘化群体有机会参与自身发展的规划与建设。 尽管取得了上述成效,选区发展基金仍面临诸多挑战。薄弱的问责机制、政治干预、项目重复建设以及社区参与度不足等问题,使其难以充分实现既定目标。这些问题既降低了资金使用的透明度与实效性,也引发了外界对该基金是否始终以当地民众的根本利益为出发点的质疑。
