The Constituency Development Fund (CDF) IN TANZANIA

The Constituency Development Fund (CDF), also known as the Constituency Development Catalyst Fund (CDCF), was introduced in Tanzania through the 2009 Act to bring government resources closer to the people. The fund was designed to support small-scale, community-driven projects that directly respond to local needs such as education, health services, water supply, infrastructure, and poverty reduction. Over the years, it has helped expand access to basic services, improve livelihoods, and give communities especially marginalized groups an opportunity to take part in shaping their own development.Despite these achievements, the CDF faces several challenges. Weak accountability systems, political interference, duplication of projects, and limited community participation have made it difficult to fully realize its goals.
