This Board was created by an Executive Minute of 18 June 1912 and held its first meeting at the Chief Secretary's Office on 1 July with the president, Dr R.T. Paton, Director-General of Public Health, in the chair. In a memorandum by the President read at the first meeting it stated that the Board had been called into existence for the purpose of advising as to the best method of dealing with tuberculosis. "It is practical advice that the Government needs, something it can carry out without disturbing the whole community, but the scope of the Board is not limited, and any preliminary inquiry that the Board may consider necessary into the cause, spread and methods of prevention, and cure of the disease, directed to this object will be facilitated by the Government as far as it is able." Matters dealt with include treatment, propaganda and public health measures generally eg. hygiene, milk distribution, meat inspection, suggested additional powers to be given to Board of Health, etc. In addition to the usual record of the proceedings of the Board, numerous memoranda on different aspects of the inquiry, the recommendations made by the Board to the Government during the course of the inquiry, and the draft and final reports, are pasted into the minute book.
