Maternal Health Service Coverage in India

Accessibility and availability of quality and essential health services and utilization of these services by a large proportion of the population amount towards the health service coverage in a country. Health service coverage in the area of maternal and child health is imperative from the development perspectives of the country. So that, India brings about a number of policies and schemes to increase the coverage of health services under the umbrella of Reproductive, Maternal, Newborn, Child Health (RMNCH). Maternal health is a prominent area of research concern about the health of a woman during the period of pregnancy, childbirth, and post-partum. Against this backdrop, the authors presented a dataset regarding the maternal health service coverage in India at the sub-national level for the three financial years from 2017 to 2020. Based on the time in which the care has to be provided, the maternal health care services are categorized into three namely Antenatal/ prenatal care, intranatal/ intrapartum care, and postnatal/postpartum care. Antenatal care (ANC) refers to the systemic care and supervision recommended for women during their pregnancy while intranatal care is the systemic care during labour and delivery. Care providing after delivery conventionally for the first 42 days (6 weeks) is known as post-natal/post-partum care. The authors extracted data from the Health Management Information System (HMIS) portal, an initiative under the National Health Mission (NHM) by the Government of India. Followed by the extraction, the authors identified and shortlisted health indicators of maternal health service coverage in India at the sub-national level. HMIS is a web-based routine monitoring system of the vital Reproductive Maternal Newborn Child Health (RMNCH) data uploaded by the States and Union territories in India. The data for health indicators for the maternal health service coverage were identified and shortlisted based on the expert opinion and review of the literature. The study considered only those indicators for which the data is available in relative measure (in percentage). The selected Indicators are further classified under the domains of Antenatal care coverage (ANC), Intranatal Care Coverage (INC) and Postnatal Care coverage (PNC) based on various guidelines by the reputed national and international organizations. Furthermore, the authors classified the indicators under the domain of ANC into three sub-domains namely ANC registration & check-us, Supplementation & prophylaxis in pregnancy, and essential screening. The obtained data on the selected indicators were randomly chosen and rechecked for the errors in the data entry.

孕产妇健康是研究关注的重点领域，聚焦女性在妊娠、分娩及产后阶段的健康状况。在此背景下，本数据集呈现了2017至2020三个财年印度次国家级层面的孕产妇卫生服务覆盖情况。根据保健服务提供的时间节点，孕产妇保健服务可分为三类：产前保健（Antenatal/ prenatal care, ANC）、产时保健（intranatal/ intrapartum care, INC）及产后保健（postnatal/postpartum care, PNC）。其中，产前保健（ANC）指针对孕期女性的系统性照护与监护；产时保健为分娩及产程中的系统性照护；产后42天（即6周）内的常规产后照护则被称为产后保健（PNC）。

本数据集的数据源自印度政府国家卫生使命（National Health Mission, NHM）下属的卫生管理信息系统（Health Management Information System, HMIS）门户网站。该系统是印度各邦及联邦属地上传生殖、孕产妇、新生儿及儿童健康（RMNCH）关键数据的网络化常规监测平台。数据提取完成后，研究者基于专家意见与文献综述，筛选确定了印度次国家级层面孕产妇卫生服务覆盖的相关健康指标。本研究仅纳入以相对值（百分比形式）呈现的指标。

根据国内外权威机构发布的相关指南，所选指标被划分为产前保健覆盖（ANC）、产时保健覆盖（INC）及产后保健覆盖（PNC）三大领域。其中，产前保健覆盖领域又进一步细分为三个子领域：产前检查登记与随访、孕期营养补充与预防干预、以及基本筛查项目。研究者对所选指标的原始数据进行了随机抽样，并重新核查了数据录入过程中可能存在的错误。
