全国1：25万公众版基础地理数据覆盖全国陆地范围和包括台湾岛、海南岛、钓鱼岛、南海诸岛在内的主要岛屿及其临近海域，共816幅。地理空间参考采用2000国家大地坐标系，1985国家高程基准，经纬度坐标。整套数据通过地图保密技术进行了空间位置精度和属性内容的保密技术处理，其空间位置精度和属性内容符合《公开地图内容表示若干规定》《公开地图内容表示补充规定》和《基础地理信息公开表示内容的规定》。  在保证国家安全的前提下，积极促进基础测绘成果的社会化应用，以满足社会公众对基础地理数据日益旺盛的需求。经自然资源部批准，“全国地理信息资源目录服务系统”现提供部分1:25万免费数据下载服务，并保持数据版本持续更新。目前，下载数据采用1：25万标准图幅提供，整体现势性为2015年；图层内容含水系（点、线、面层），公路、铁路（线层），居民地（点、面层），居民地地名（注记点），自然地名（注记点）等9类要素层。

The geospatial reference adopts the 2000 National Geodetic Coordinate System, the 1985 National Height Datum, and geographic (latitude-longitude) coordinates. The entire dataset has undergone technical confidentiality processing for both spatial position accuracy and attribute content using map confidentiality technologies, and its spatial position accuracy and attribute content comply with the Several Provisions on the Representation of Public Map Content, the Supplementary Provisions on the Representation of Public Map Content, and the Provisions on the Public Representation Content of Fundamental Geographic Information.

On the premise of ensuring national security, this dataset actively promotes the socialized application of fundamental surveying and mapping achievements to meet the increasingly vigorous demand of the general public for basic geographic data. Approved by the Ministry of Natural Resources, the "National Geographic Information Resources Catalog Service System" now provides free download services for part of the 1:250,000 datasets, and maintains continuous updates of the data versions. Currently, the downloadable data is provided in 1:250,000 standard map sheets, with an overall data currency of 2015. The layer contents include 9 types of feature layers such as water systems (point, line and polygon layers), highways and railways (line layers), residential areas (point and polygon layers), residential place names (annotation points), and natural place names (annotation points).
