EVALUATION CRITERIA AND QUALITY INDICATORS OF NURSING ACTIVITIES IN OUTPATIENT MEDICAL CARE FOR WOMEN OF REPRODUCTIVE AGE AND PREGNANT WOMEN

The optimization of primary healthcare services for women of reproductive age and expectant mothers is a critical priority for global health systems. Within the outpatient setting, nurses and midwives serve as the primary point of contact, providing essential preventive, educational, and clinical care. However, the absence of standardized, objective evaluation criteria often impedes the systematic improvement of nursing performance. This research aims to develop, implement, and analyze a comprehensive framework of quality indicators specifically designed to evaluate nursing activities in outpatient maternal and reproductive healthcare. The study employed a prospective observational design across multiple primary healthcare facilities, integrating clinical audits, direct observation, and patient satisfaction surveys to assess the structural, process, and outcome dimensions of nursing care. The literature review highlights contemporary international standards for maternal care and emphasizes the transition toward performance-based quality metrics in nursing. The results of the intervention demonstrated that the implementation of structured evaluation criteria significantly enhanced the clinical compliance of nurses, particularly in the areas of accurate risk assessment, timely antenatal screening, and comprehensive patient education. Furthermore, the systematic evaluation fostered a culture of continuous professional development among the nursing staff, directly correlating with an increase in patient satisfaction and a reduction in preventable maternal complications. The discussion advocates for the widespread adoption of these targeted quality indicators into national healthcare policies to ensure the delivery of safe, equitable, and high-quality reproductive health services.优化面向育龄女性与孕产妇的初级卫生保健（primary healthcare）服务，是全球卫生体系的核心要务。在门诊场景（outpatient setting）中，护士与助产士是患者就医时的首要接触人员，提供不可或缺的预防、教育与临床护理服务。然而，缺乏标准化、客观化的评价标准，往往阻碍护理绩效的系统性提升。本研究旨在开发、实施并分析一套专为门诊母婴与生殖健康护理活动设计的综合性质量指标（quality indicators）框架。本研究采用前瞻性观察研究设计，在多家初级卫生保健机构开展，整合临床审计、直接观察与患者满意度调查三种评估手段，对护理服务的结构、过程与结果维度进行全面评价。本研究的文献综述部分梳理了当前国际通行的孕产妇照护标准，并强调了护理领域向基于绩效的质量指标（performance-based quality metrics）体系转型的行业趋势。干预结果显示，结构化评价标准的落地实施显著提升了护士的临床依从性，尤其在精准风险评估、及时产前筛查与全面患者教育等核心领域成效显著。此外，系统性评价在护理团队中培育了持续专业发展的文化氛围，这与患者满意度提升以及可预防性孕产妇并发症减少直接相关。本研究的讨论环节倡议将这些针对性质量指标广泛纳入国家卫生政策体系，以保障能够提供安全、公平且高质量的生殖健康服务。
