PAVING THE WAY TO SMART SUSTAINABLE CITIES: TRANSFORMATION MODELS AND CHALLENGES

ABSTRACT Rapid urbanization and globalization make the move toward Smart Sustainable Cities (SSC) a must. Achieving successful transformation towards SSCs constitutes a significant challenge for policy makers. One area that is not well covered in the literature is the application of SSCs in specific regions, such as the Arab region. This paper draws upon examples of SSCs initiatives and existing SSC transformation frameworks to more fully articulate the challenges of achieving successful SSC projects across the Arab region. One of the interesting emergent themes is the emergence of two main approaches to SSCs transformation, Brownfield and Greenfield approaches.

摘要：快速城市化与全球化浪潮下，向智能可持续城市（Smart Sustainable Cities，SSC）转型已成为必然之举。成功实现智能可持续城市转型，对政策制定者而言是一项重大挑战。现有学术文献尚未充分探讨的研究领域之一，是智能可持续城市在阿拉伯地区等特定区域的应用实践。本文依托智能可持续城市相关实践案例与既有转型框架，更为全面地阐明了阿拉伯地区推进智能可持续城市项目落地所面临的各类挑战。值得关注的新兴研究议题之一，是智能可持续城市转型已形成两大主流路径：棕地改造（Brownfield）与绿地新建（Greenfield）路径。
