The sustainable improvement of flood prevention, flood protection and flood risk management in Dresden is a generational task. The Plan Flood Prevention Dresden (PHD), commissioned by the City Council in May 2004 and confirmed by decision of August 2010, pursues a complex, area-based and cross-water approach. The state of play of the implementation of the measures on the Elbe, on the Vereinigte Weißeritz, on the Lockwitzbach, on the second-order waters, in groundwater and in the sewage system (sewage system) is regularly updated or documented and is permanently and publicly available in the theme city map of the state capital Dresden. More than 200 individual measures, which were addressed in the text version of the flood prevention plan Dresden in the version of the decision V0431/10 of 12 August 2010 (PHD 2010), are presented in the map "Measures of the flood prevention plan 2010" (Map 4.32.2 of the Dresden Environmental Atlas, 1st edition). Those measures of the PHD 2010, which are not pursued further, are shown in grey in the map "Measures of the flood prevention plan 2010" (Map 4.32.2 of the Dresden Environmental Atlas, 1st edition).
德累斯顿防洪、防汛与洪水风险管理的可持续提升,是一项需历经数代人推进的长远任务。德累斯顿防洪计划(Plan Flood Prevention Dresden,缩写PHD)由市议会于2004年5月委托制定,并于2010年8月经正式决议获批,该计划秉持复杂、全域覆盖且跨水系的治理思路。易北河、联合魏瑟里茨河、洛克维茨巴赫河、二级支流河道、地下水及污水管网领域的各项措施实施进展,均会定期更新并记录归档,且可在萨克森州首府德累斯顿的主题城市地图中永久公开查阅。2010年8月12日第V0431/10号决议版本的德累斯顿防洪计划文本版中提及的200余项单项措施,均收录于《2010年防洪计划措施图》(德累斯顿环境图集第4.32.2号,第一版)中。2010版德累斯顿防洪计划中不再继续推进的措施,将以灰色在该图中标注。
