With massive amounts of data have been generated, the Chief Data Officer (CDO) was introduced into government around the world. Previous studies on the CDO were limited and mainly focused on responsibilities of the CDO. But there has been little empirical research on the determinant factors of CDO adoption in government. To fill this gap, based on the topic model, this study aims to investigate factors that affect adoption of the CDO in government. A survey study was conducted to empirically test the model. The data were collected from 277 government employees in China government organizations. The collected data were analyzed quantitatively to answer five hypotheses using structural equation model. The findings suggest that (1) data exploitation, data sharing and data management significantly influence data dividends and (2) Data dividends and institutional pressures are important predictors of adoption intention of the CDO. These results indicate that digital dividends representing economic interests have a more motivating effect than institutional pressures, and emphasize the importance of data related work for data dividends.

随着海量数据的持续产生,首席数据官(Chief Data Officer,CDO)这一职位被全球各国政府所引入。过往针对CDO的研究较为有限,且大多聚焦于该职位的职责范畴。但目前鲜有针对政府部门采纳CDO的影响因素开展的实证研究。为填补这一研究空白,本研究基于主题模型(topic model),旨在探究影响政府部门采纳CDO的各类因素。本研究通过问卷调查开展实证分析以验证所构建的模型,数据采集自中国各级政府机构的277名政府工作人员。本研究采用结构方程模型(structural equation model)对采集到的数据进行定量分析,以验证五项研究假设。研究结果表明:其一,数据开发、数据共享与数据管理均对数据红利产生显著正向影响;其二,数据红利与制度压力均为CDO采纳意向的重要预测因子。上述研究结果显示,代表经济利益的数字红利相较于制度压力,具有更强的激励作用;同时也凸显了与数据相关的工作对获取数据红利的重要性。
