The permanent equipment database (BPE) is a statistical database maintained by INSEE which lists a wide range of equipment and services, market and non-market, accessible to the public throughout France on 1 January each year. The BPE is built from various administrative sources. It gathers data on points of access to services intended for the population, or "equipment", located at geographical levels for the purposes of: municipalities, sub-municipal territories (Iris) and geographical coordinates for most types of equipment. The extract from the database proposed here concerns sports, cultural and leisure facilities in Seine-Maritime on 1 January 2023. Presented in the form of an interactive table, it makes it possible to select the equipment by municipality, EPCI and/or by type of equipment. The list of selected data is downloadable. The method used to identify centres from the diversity of shops and services is that of mixed automatic classification. This typology was carried out on the municipalities of metropolitan France 2023 and from INSEE 2021's permanent equipment base. This classification made it possible to distinguish several levels of centrality by grouping together municipalities with comparable facilities and services: \- 24 064 non-pole municipalities: they have facilities and services but their offer is insufficient compared to that of the municipalities identified as centres; \- 7011 local equipment and service centres: their offer is restricted around a dozen everyday and/or local equipment (hairdresser, elementary school, restaurant, bakery, building craftsmen); \- 2880 intermediate centres for equipment and services: the offer is enriched by about thirty shops and services, making these centres real hotbeds of daily activity (full first-resort care offer, enhanced commercial activity, etc.); \- 742 structuring centres offering around 40 additional items of equipment, some of which are essential, but which are not used on a daily basis: more specialised commercial equipment (bookshop, grocery store, shoe, sports, household appliances or furniture store), hotels, temporary employment agencies.
