A 100 score is earned where citizens access to the Web through both broadband and mobile increased at least 10% over the last year compared to the year before.
A 100 score is also earned if the most recent data available is a year old, but it proves access increased compared to the year before that.

A 50 score is earned where any of the following conditions apply:
1) citizens access to the Web increased less than 10% compared to the year before, or
2) it only increased in either broadband or mobile.
A 50 score is also earned if the most recent data available is a year old, but it proves that at least one the conditions described here is met.

A 0 score is earned where at least one of the following conditions apply:
1) citizens access to the Web did not increase or decreased over the last year compared to the year before, or
2) there's n/a to determine if there was increase or the data is so outdated (two or more years old).

1) 民众的互联网接入量较上一年度增长不足10%；或
2) 仅宽带或移动网络其中一种渠道的接入量实现增长。
若当前可获取的最新数据为一年前的样本，但该数据可证明满足上述任一条件，同样可获得50分。
满足以下任一条件时，可获得0分：
1) 民众的互联网接入量较上一年度未实现增长甚至出现下滑；或
2) 无法获取有效数据以判断接入量是否增长，或数据已过期（时长达到两年及以上）。
