Essential data on public procurement – Grand Chambéry

The [Order](https://www.legifrance.gouv.fr/loda/id/JORFTEXT000038318675) of 22 March 2019 on essential data provides for the obligation for all French public buyers (territorial authorities, ministries, public hospitals, public institutions, etc.) to publish the essential data of their public procurement and concession contracts on their buyer profile for a period of five years.

It is also possible to publish them on the national open data portal ([data.gouv](https://data.gouv.fr))

In order to facilitate the consumption of this data on a national scale, we have developed scripts bringing together, removing and enriching this data from data.gouv.fr, in a **_single_** file bringing together markets and concession contracts. This unique file is made available on data.gouv.fr at the [next] link(https://www.data.gouv.fr/fr/datasets/donnees-essentielles-de-la-commande-publique-fichiers-consolides/).

**The data sources used are as follows:**

* data from the PES Market of DGFiP
* data collected by AIFE’s DUME API

* data from buyer profile Achatpublic.com put to
* layout via AIFE’s DUME API

* data from the buyer profile Dematis facilitating the
* download customer data (e-marchespublics.com)

* data published on the Open Data portal of Greater Lyon

* data published on AWS buyer profile (Marches-publics.info), extracted and published manually by Colin Maudry on data.gouv.fr

2019年3月22日发布的《核心数据法令》（Order，详见官方链接：https://www.legifrance.gouv.fr/loda/id/JORFTEXT000038318675）规定，所有法国公共采购主体（地方当局、政府各部、公立医院、公共机构等）需在其采购方档案页面发布其公共采购与特许经营合同的核心数据，发布期限为五年。

用户亦可将此类数据发布至国家开放数据门户（data.gouv），相关链接为：https://data.gouv.fr

为便于在全国范围内统一使用此类数据，我们开发了专属脚本工具，从data.gouv.fr聚合、去重并丰富相关数据，将采购合同与特许经营合同整合至**单一**文件中。该整合数据集已通过以下链接发布至data.gouv.fr：https://www.data.gouv.fr/fr/datasets/donnees-essentielles-de-la-commande-publique-fichiers-consolides/
