为满足新时期林业生态建设需求,建立起以遥感等高新技术为依托的林业资源和生态状况监测技术体系,2006年,国家林业局组织全国14个省(市、自治区)27个科研院所、大专院校和高新技术企业等组成的研究团队,开展“森林资源综合监测技术体系研究”,该项目是我国首个全面、系统地针对森林(湿地)-森林灾害-林业生态工程开展的综合监测技术研究项目,经过5年的全国性协作攻关研究,取得了多项重大技术突破。1.项目研制了森林资源综合监测集成系列标准,研发了集GIS、遥感图像处理功能为一体的森林资源综合监测集成平台软件,实现了森林资源综合监测技术和系统的高效集成。在此基础上,首次提出了结构合理、可操作性的森林资源综合监测指标体系、现代信息技术与传统调查技术相结合的天—空—地一体化、资源—工程—灾害综合监测技术体系,为森林(湿地)资源与生态状况综合监测提供了重要的技术支撑。2.项目获得专利授权3件,发表论文200篇,出版专著10部,获得软件著作权登记23项,制订专项监测技术标准12项,研制行业标准5项,培养博士和硕士研究生79名。取得的研究成果在全国20个县市开展了示范应用,取得了良好的应用效果,培养专业技术人员620余人。
To meet the requirements of forestry ecological construction in the new era and establish a technical system for forest resource and ecological condition monitoring relying on high and new technologies such as remote sensing, in 2006, the National Forestry and Grassland Administration organized a research team composed of 27 research institutes, colleges and universities, high-tech enterprises and other institutions from 14 provinces, municipalities directly under the Central Government and autonomous regions across the country, and launched the research project "Research on the Technical System for Comprehensive Monitoring of Forest Resources". This project is the first comprehensive technical research project in China that comprehensively and systematically targets forest (wetland) - forest disasters - forestry ecological engineering for comprehensive monitoring. After five years of nationwide collaborative key technological research, the project has achieved multiple major technological breakthroughs.
1. The project has developed a series of integrated standards for comprehensive forest resource monitoring, and developed integrated platform software for comprehensive forest resource monitoring that integrates GIS and remote sensing image processing functions, realizing efficient integration of comprehensive forest resource monitoring technologies and systems. On this basis, the project firstly proposed a reasonably structured and operable index system for comprehensive forest resource monitoring, and a space-air-ground integrated comprehensive monitoring technical system combining modern information technology and traditional survey technology for resources, engineering and disasters, which provides important technical support for comprehensive monitoring of forest (wetland) resources and ecological conditions.
2. The project has obtained 3 patent grants, published 200 academic papers, published 10 monographs, obtained 23 software copyright registrations, formulated 12 special monitoring technical standards, developed 5 industry standards, and trained 79 doctoral and master's graduate students. The research results have been demonstrated and applied in 20 counties and cities across the country, achieving good application effects, and training more than 620 professional and technical personnel.
