Magdami Index (MI) Sociometrics Territorial Governance Institutional Fragility Quantitative Sociology Development Studies Informal Economy Morocco

This working paper introduces the Magdami Index (MI), a sociometric and quantitative framework designed to measure institutional fragility and developmental distortion within territorial governance systems. The index operationalizes qualitative governance failures by transforming them into measurable variables through four structural dimensions: informal economy intensity, fiscal rent distortion, developmental temporality, and technical fragility. The Magdami Index (MI) is normalized to a bounded interval [0,1] to ensure comparability across territorial units. This normalization allows the index to function as a standardized tool for cross-territorial analysis. The paper proposes a new epistemological approach termed “Territorial Measurement Sociology”, which shifts sociological analysis from descriptive interpretation toward quantitative measurement and structural evaluation. An exploratory case study is conducted on the city of Safi, Morocco, where the application of the index yields an MI value of 0.90. This result indicates severe institutional dysfunction characterized by governance asymmetries and the influence of informal decision-making networks.
