Anonymized Russian Administrative Court Cases on LGBT Expression (Articles 6.21 and 20.3, KoAP RF)

Files lgbt_cases_symbols_anonymized.json This file contains the anonymized dataset of administrative court cases related to the public display of LGBT symbols, primarily prosecuted under Article 20.3 of the Russian Code of Administrative Offenses (display of extremist symbols). cases_6_21_anonymized.json This file contains the anonymized dataset of administrative court cases related to so-called “LGBT propaganda” provisions, prosecuted under Article 6.21 of the Russian Code of Administrative Offenses. Format The file is a JSON array. Each element represents a single court case and includes two main components: metadata: structured information extracted from the court record, such as: region court name date of decision legal articles cited outcome (fine, arrest, confiscation, etc.) judge (retained) accused (anonymized) case_text: the full text of the court decision, as published on the official court website, with personal data removed. This structure allows both quantitative analysis (e.g. counts by region or year) and qualitative analysis of judicial reasoning and language. Anonymization All personal data identifying the accused persons has been removed from both the structured metadata and the full decision texts. Names of defendants are replaced with a placeholder token (e.g. [ACCUSED]). This includes common Russian name variants such as full names and surname–initial combinations. The names of judges are intentionally preserved, as judges act in an official public capacity and their identification is relevant for institutional and legal analysis. Note: Moscow cases are excluded (they can be found in the corresponding repo as .doc files) Note: Despite our effort to redact personal info in court cases as much as possible, there might be still some personal info present.数据集文件 `lgbt_cases_symbols_anonymized.json` 本文件收录与公开展示LGBT标识相关的行政诉讼案件匿名数据集，相关案件多依据《俄罗斯联邦行政违法行为法典（Russian Code of Administrative Offenses）》第20.3条（极端主义标识展示）提起公诉。 `cases_6_21_anonymized.json` 本文件收录与所谓“LGBT宣传”条款相关的行政诉讼案件匿名数据集，相关案件依据《俄罗斯联邦行政违法行为法典（Russian Code of Administrative Offenses）》第6.21条提起公诉。 ## 数据格式 本文件为JSON数组（JSON array），每个元素对应一单独立诉讼案件，包含两大核心模块： 1. **元数据（metadata）**：从法院案卷中提取的结构化信息，具体包括： - 管辖区域 - 法院名称 - 判决日期 - 援引法律条款 - 判决结果（罚款、拘留、没收财物等） - 主审法官（保留真实身份信息） - 被告人（已完成匿名化处理） 2. **案件文本（case_text）**：法院官方网站发布的完整判决书原文，已移除所有个人身份信息。 该数据结构可支持两类研究分析：一是量化分析（如按区域或年份统计案件数量），二是针对司法推理过程与裁判语言开展质性分析。 ## 匿名化处理 所有可识别被告人的个人身份信息均已从结构化元数据与完整判决文本中完成脱敏，被告人姓名将替换为占位符词元（Token），涵盖俄语常见的全名、姓氏加首字母等各类姓名变体。 主审法官的真实身份信息将予以保留，原因在于法官以官方公职身份履职，其身份信息对机构与法律分析具有参考价值。 注意事项： 1. 莫斯科地区的案件未纳入本数据集（相关文档可在对应仓库以.doc文件形式获取） 2. 尽管已尽最大努力对案件中的个人信息进行脱敏处理，仍可能存在少量未完全移除的个人信息。
