行使内容属于住房和城乡建设部门负责质量监督的建设工程，其消防验收职责按“谁负责质量监督谁负责消防验收”原则执行。不属于住房和城乡建设部门负责质量监督的专业工程或其他工程，按照属地原则，由区住房和城乡建设主管部门承担；跨行政区域的，由市住房城乡建设委指定管辖。

For construction works whose quality supervision falls within the purview of housing and urban-rural development authorities, their fire acceptance inspection duties shall be performed in accordance with the principle of "whoever is responsible for quality supervision shall also bear responsibility for fire acceptance inspection". For professional works or other construction works not subject to quality supervision by housing and urban-rural development authorities, the district-level housing and urban-rural construction authorities shall assume the relevant fire acceptance inspection duties in accordance with the territorial jurisdiction principle. For works spanning multiple administrative regions, the jurisdiction over their fire acceptance inspection shall be designated by the municipal housing and urban-rural development commission.
