Recently, scholars have turned to publicly available data to measure the resources and vulnerability of communities in the face of disasters (Kyne & Aldrich 2019, Cutter et al. 2003). In the past, scholars relied on custom surveys to measure social capital, but this was costly or unfeasible to conduct for every community in a country. Despite suffering numerous disasters in the last thirty years, Japanese disaster scholarship lacks municipality-level measures of social capital and social vulnerability. This study uses principal component analysis and validation techniques to develop new bonding, bridging, and linking social capital indices, paired with a new social vulnerability index, available for each of Japan’s 1741 municipalities. Scholars and policymakers can directly apply this index to evaluate the social capital or vulnerability of specific communities, compare across multiple communities, or model their effect of outcomes.

近年来,学界已转向利用公开可得数据,衡量社区在灾害情境下的资源禀赋与脆弱性水平(Kyne & Aldrich 2019,Cutter et al. 2003)。过往研究中,学者多依靠定制化调查开展社会资本(social capital)衡量,但此类方法成本高昂,且难以覆盖一国范围内的全部社区。尽管日本在过去三十年间遭遇多起灾害,但日本灾害研究领域仍缺乏适用于市町村级(municipality-level)的社会资本与社会脆弱性(social vulnerability)衡量指标。本研究借助主成分分析(principal component analysis)与验证技术,构建了黏合型、桥接型与联结型社会资本指数,并配套开发了全新的社会脆弱性指数,可覆盖日本全部1741个市町村。学界与政策制定者可直接运用该指数,评估特定社区的社会资本或脆弱性水平、开展跨社区对比,或是对其影响效应进行建模分析。
