2012 marked the end of all production activities in the state of Goa as all mining activities in the state were suspended. The Goa Mines Department had also been understaffed for decades. They themselves were unaware of how much the mines were producing. There were no checks on shortages and surpluses that led to mines’ heavy overexploitation. Since there was no command on the production, there was a big gap between the production and export figures. This would mean that the state suffered huge losses to the tune of about 35,000 crores, as no royalty/rent/taxes were paid on these unregulated illegal lands. Where did the extra money go? Into the pockets of mine owners. They had been depleting the fields for years and gaining heavy profits without paying the costs.
