The Coordinating Architecture of Sovereign Systems Stewardship: Grand Strategy, Institutional Coordination, and Temporal Continuity presents an original systems framework explaining how a sovereign state may connect enduring national purpose to coordinated institutional action and preserve that strategic architecture across governmental succession. The figure organizes sovereign decision-making into thirteen connected stages: National Purpose → Grand Strategy → Strategic Objectives → Knowledge → Legal Authority → Policy Judgment → Implementation → Supervision → Feedback → Correction → Review → Institutional Memory → Governmental Succession. The first three stages establish strategic direction. National Purpose identifies enduring interests, values, long-horizon problems, and governing constraints. Grand Strategy aligns purpose with national power, resources, alliances, risks, and time. Strategic Objectives translate that architecture into prioritized objectives, desired end states, assumptions, and time horizons. The middle seven stages describe institutional execution. Knowledge gathers the relevant factual, legal, diplomatic, military, economic, technological, and humanitarian information. Legal Authority identifies lawful decision power, governing sources of law, procedural limits, and review mechanisms. Policy Judgment integrates law, facts, national purpose, alternatives, and consequences. Implementation assigns institutions, resources, and operational guidance. Supervision monitors continuing alignment with law, policy, scope, and purpose. Feedback returns operational and strategic consequences to decision authority. Correction ensures that evidence can produce clarification, modification, suspension, cessation, investigation, repair, or prevention of recurrence where necessary. The final three stages carry stewardship across time. Review assesses legality, effectiveness, proportionality, assumptions, consequences, and continuing strategic justification. Institutional Memory preserves records, lessons, commitments, interpretations, and unresolved risks. Governmental Succession transfers authority and knowledge while preserving continuity and enabling lawful adaptation. The figure supports The Sovereign Systems Stewardship Doctrine by demonstrating that strategy without institutional coordination may remain aspirational, while coordination without Grand Strategy may produce efficient but incoherent state action. The framework is an original systems synthesis and does not prescribe one constitutional structure or independently establish a rule of international law.
