A team of collaborators from Monash University (Prof Frada Burstein, A/Prof Shonali Krishnaswamy, Dr Pari Delir Haghighi, Dr Fonny Sujanto, A/Prof Leonid Churilov), Flinders University and St John Ambulance Australia (Prof Paul Arbon), CSIRO (Prof Arkady Zaslavsky), and industry partner IBM has produced a domain ontology for emergency management for mass gatherings. Mass gatherings are defined as events such as public concerts and sports events with more than 2,000 participants, for which emergency procedures are planned by organisations such as St Johns Ambulance. The ontology ensures consistency of expectations across different stakeholders (e.g. emergency agencies, government, and communities) has also been built into a prototype mobile decision support systems for emergency services staff. More prototypes are planned. The ontology is a work-in-progress that was originally produced for emergency management but has been extensively augmented for mass gatherings and for medical purposes. A key part of the collaborative development of the ontology was a focus group with 12 industry experts, who were walked through the ontology term by term to validate the relationships and connections expressed in the ontology. The ontology will continue to evolve, and is customisable for use in different contexts, as demonstrated by a related research project with the Victorian State Government involving health disaster planning. The ontology has been developed and worked with using freely available tools such as The Brain (http://www.thebrain.com/) and Protégé ontology editor and knowledge-base (http://protege.stanford.edu/).
