A preregistered, classical-software experiment (no quantum hardware, no cryptography) testing whether an independent authorization resolver correctly distinguishes consensus (all evidence sources agree) from conflict (sources disagree or are unavailable) and emits the appropriate decision: ALLOW for unanimous permission, DENY for unanimous prohibition, HOLD for disagreement or ambiguity. 8 arms × 100 scenarios = 800 decisions, evaluated by two independently implemented resolvers (V1 JavaScript, V2 Python). Results: C1 g_allow_consensus = 1.0000; C2 g_hold_conflict_min = 1.0000; C3 g_margin = 0.9500. V1–V2 concordance 100% (800/800). Kill-gate PASS. Conflict-effectiveness 100% on every arm. Consensus scenarios → decisive ALLOW/DENY (100%); conflict/ambiguous scenarios → appropriate HOLD (100%). Perfect separation validates the three-state decision model (ALLOW/HOLD/DENY) as both implementable and necessary. Provenance: Preregistration, dual resolvers, and a SHA-256 MANIFEST were committed (LOCK) BEFORE any scenario generated or evaluated. The recorded verdict stands as executed.
