The ratio of the labor force with basic education to the working-age population with basic education. Basic education comprises primary education or lower secondary education according to the International Standard Classification of Education 2011 (ISCED 2011).具备基础教育水平的劳动力占具备基础教育水平的劳动年龄人口的比例。其中，基础教育指符合《国际教育标准分类2011（International Standard Classification of Education 2011，ISCED 2011）》规定的初等教育或低等中等教育。
