This study continues from Technical Report 3 in the analysis of the assessment of the administrative processes used to make payments to persons receiving a guaranteed annual income. The administrative efficiency and effectiveness of the payments system, as well the ensuring that only eligible persons receive the benefits, are fundamental issues for any basic income program. The administrative feasibility is as important a question for a GAI as the labour supply and other behavioural responses.
