The Flemish Government wishes to encourage and facilitate the redevelopment of abandoned industrial estates (so-called brownfields) by concluding covenants with project developers and investors. Through such a covenant, project developers and investors receive a number of legal-administrative and financial advantages in the development of vacant and underused industrial estates. By doing so, the Flemish Government wants to encourage them to reuse preferably abandoned sites (brownfields) instead of cutting down new areas (greenfields) for the development of industrial activities, housing or recreation.
弗拉芒政府(Flemish Government)希望通过与项目开发商及投资者签订契约(covenants),鼓励并推动废弃工业用地(即所谓棕地(brownfields))的再开发。通过此类契约,项目开发商与投资者可在闲置及未充分利用的工业用地开发过程中,获得多项法律行政与金融层面的优惠待遇。弗拉芒政府此举旨在鼓励相关方优先复用废弃场地,而非为开展工业活动、建设住宅或休闲设施而开垦全新的绿地(greenfields)区域。
