Information as a crucial element for results-based governance

ABSTRACT The information became crucial in results-based governance implemented in the state of Pernambuco. This study has as object of study the information management of the Pact for Life (PPV) due to complex information flow and systematic monitoring of processes and results. The monitoring and evaluation system presupposes the intensive use of accurate and relevant information. To this end, the government created structural, instrumental and political conditions for the information to become one of the elements that support the evaluation of public policies and decision-making. The goal is making a comparison between the theory of information, power and results-based governance and the reality of PPV information management. The methodological procedures are composed by analysis of content of the information analysts’ interviews of the Pact for Life. It concludes that tactical-level actors have more opportunities to exercise informational power because they are in positions that allow them to collect, process, analyze, and distribute information directly to strategic, operational, and tactical actors. The actors at the strategic level, because of their position and their authority, they are able to exercise informational power more strongly than others.

在巴西伯南布哥州（Pernambuco）推行的基于结果的治理模式中，信息已成为核心关键要素。本研究以《生命公约》（Pact for Life，PPV）的信息管理为研究对象，因其涉及复杂的信息流转流程以及对各项流程与成果的系统化监测。该监测与评估体系要求高强度使用精准且具有相关性的信息。为此，当地政府构建了结构性、工具性与政治性的支撑条件，使信息成为支撑公共政策评估与决策制定的核心要素之一。本研究旨在对比信息、权力与基于结果的治理理论，以及PPV信息管理的实际运行现状。方法论层面，本研究采用内容分析法，对《生命公约》信息分析师的访谈资料进行分析。研究结论显示，战术层级的行动者拥有更多行使信息权力的机会，因其所处岗位可直接向战略、运营及战术层级的行动者收集、处理、分析与分发信息；而战略层级的行动者凭借其职位与职权，能够比其他群体更有力地行使信息权力。
