Compulsory Voting, Turnout, and Government Spending: Evidence from Austria

We study a unique quasi-experiment in Austria, where compulsory voting laws are changed across Austria's nine states at different times. Analyzing state and national elections from 1949-2010, we show that compulsory voting laws with weakly enforced fines increase turnout by roughly 10 percentage我们针对奥地利开展了一项独特的准实验研究：该国九个州的强制投票（compulsory voting）法在不同时间节点进行了修订。通过对1949年至2010年间的州级与全国选举数据进行分析，我们发现，罚款执行力度较弱的强制投票法可使选民投票率提升约10个百分点。
