Models of Governance in the Independent Municipalities, 1990, Employee Sample

The project evaluated the Independent Municipalities test in Dovre, Sauherad, Selje and Tynset. One main problem questions is the effects of the new political models of governances. The focus was on the traditional executive committee model, which according to the project is challenged from two sides, from the corporation model ideal of the politicians as the ones who establish the goals and as strategists, and from the parliamentary model ideals of power concentration and party conflict. The material includes a questionnaire about this topics among 358 employees in the four municipalities.

本项目针对多夫勒（Dovre）、绍赫拉（Sauherad）、塞尔厄（Selje）以及廷塞特（Tynset）四座独立自治市开展了独立市政测试评估。本研究的核心问题之一为新型政治治理模式所产生的影响。本次研究聚焦于传统行政委员会模式，据本项目称，该模式正受到来自两方面的挑战：一是以政治家作为目标设定者与战略制定者的企业化治理理念，二是强调权力集中与政党冲突的议会制治理理念。本研究的数据集包含针对上述议题，向四座市政的358名工作人员发放的调查问卷。
