Economic instruments have been used to promote water conservation and raise funds for financing the water resources system. Thus, the study aims to analyze the evolution of raw water charges in Ceará, as well as to verify the impact of drought on costs and water collection during the period from 2011 to 2019, answering two questions: Does the collection fulfill its function of financing the water resources system? Is the pricing model flexible to absorb the effects of climate variability? We divided the methodology into content analysis and analysis of the costs of operating the system. We observed that, in general, the payment capacity is lower than the water tariff. It was found that the Status Index is negatively correlated with OAM costs. Also, the revenue generated is directed almost entirely towards OAM costs, being insufficient to finance measures, programs, and projects to improve the respective basins. The challenge is to develop a floating tariff related to water scarcity and incorporate the effects of climate variability.
