Cultural Resources Survey of the Proposed SC Route 642 Improvement Project

"... We identified five new historic architectural resources (Resources 1147, 1148, 1149,
1150, and 1151) within the architectural survey universe. We recommend Resources 1147-1151
not eligible for the National Register of Historic Places (NRHP). No further management
consideration of these resources is warranted. In addition, we reassessed Resource 491 1047
(Salters Cemetery) because of its proximity to the project. Since the cemetery is not eligible for
the NRHP and the current plans call for no new ROW, there will be no effect on the cemetery.
Finally, the Architectural Historian assessed the effect of the proposed undertaking on three
NRHP-listed resources along the survey universe: Old White Meeting House Ruins and
Cemetery, Colonial Dorchester State Historic Site, and the Ashley River Historic District. We
recommend there will be no adverse effect on Colonial Dorchester State Historic Site and the
Ashley River Historic District. We conducted Ground Penetrating Radar (GPR) investigations
of the Old White Meeting House Cemetery (see Addendum Report) within and outside of the
existing ROW. Additional investigations are necessary to determine if there will be an adverse
effect to the cemetery.
We identified three archaeological sites (38DR325, 38DR326, and 38DR327) and one
isolated find (Isolate 1) within the archaeological survey universe. We recommend

archaeological sites 38DR325 and 38DR327 and Isolate 1 not eligible for the NRHP. No further
management consideration of these resources is warranted. We recommend site 38DR326
potentially eligible for the NRHP. Road alignment designs have been changed so that no
improvements occur in the area of the site. Construction activities will be limited to the existing
ROW. We found no evidence of any intact cultural/architectural features related to the tavern
(suspected location of tavern is located farther north/northeast of SC Route 642) during our
investigations of the site. The results of the survey indicate that the proposed road construction
project will impact the periphery of the tavern site where significant deposits are not likely to be
found. Since we suspect that the significant portions of the site lie to the north/northeast of the
existing ROW, proposed construction activities will have no adverse effect on site 38DR326.
Construction of the SC Route 642 Improvement Project as currently designed will not affect any
historic properties or potential historic properties, though additional investigations are necessary
at the Old White Meeting House Cemetery. Further management of the proposed SC Route 642
Improvement Project as currently designed with regard to cultural resources, with the possible
exception of the Old White Meeting House Cemetery, is not warranted."

道路线形设计已调整，不会在该遗址所在区域开展任何改建工程，施工活动将限定在现有道路用地范围内。我们在该遗址的勘察过程中，未发现与酒馆相关的完整文化/建筑遗存（疑似酒馆位置位于南卡罗来纳642号公路的北/东北侧更远区域）。勘察结果显示，拟议道路改建工程将波及该酒馆遗址的边缘区域，而该区域不太可能存在重要遗存。由于我们推测该遗址的重要遗存分布于现有道路用地范围的北/东北侧，因此拟议施工活动不会对38DR326遗址造成不利影响。
按照当前设计方案，南卡罗来纳642号公路改建工程不会对任何历史资源或潜在历史资源造成影响，但需对旧怀特礼拜堂公墓开展进一步勘察。就当前设计方案下的文化资源管理而言，除旧怀特礼拜堂公墓外，无需对拟议的南卡罗来纳642号公路改建工程进行额外管理考量。
