The major aims of this study are that exploring the baseline values of PM2.5 in 31 provinces in China using the cumulative frequency curve method. Then, the provinces are classified according to the relationship between baseline values, monitoring values and standard values. Finally, the PM2.5 hierarchical management strategy is proposed for the three types of provinces obtained.
