VPRS 16158 Melbourne Metropolitan Planning Scheme Ordinance and Interim Development Orders, Reprints and Amendments

The Town and Country Planning Board was constituted under the Town and Country Planning Act 1944. An amending Act in 1949, the Town and Country Planning (Metropolitan Area) Act authorised the M.M.B.W. (VA 1007) to prepare a comprehensive plan for Melbourne and the Metropolitan area. A subsequent Act in 1954 established the Board as the permanent planning authority for Melbourne and the metropolitan area.The MMBW was given responsibility for statutory planning of an enlarged metropolitan area following planning legislation approved in 1968. Note the Melbourne Metropolitan Interim Development Order Extension Area No.1 coming into operation on 1 December 1971 and the Amending Planning Scheme No.3.This series holds the written documentation for planning controls for the period 1954 to 1988.Under the Town and Country Planning (Metropolitan Area) Act 1954 the MMBW was made responsible for the making of an Interim Development Order (IDO) for the metropolitan area, establishing planning controls in the metropolitan area until the gazettal of the Melbourne Metropolitan Planning Scheme.The initial Interim Development Order was gazetted on 1 March 1955. This series includes subsequent I.D.O's re-approvals, modifications and amendments made by the MMBW. Government Gazette notices relevant to the approval / re-approval of MMBW I.D.O's are included in this series.The Interim Development Order 1959 contained the first printed maps - previous I.D.O's made reference to the exhibited Melbourne Metropolitan Planning Scheme 1954 (located in VPRS 16157).This series contains the Melbourne Metropolitan Planning Scheme 1954 Ordinance as deposited for exhibition on 21 July 1954, copies of the MMPS as adopted by the MMBW on 20 October 1959 and as approved by the Governor in Council on 30 April 1968, a lodged copy of the MMPS gazetted on 22 May 1968, and consolidated reprints of the Melbourne Metropolitan Planning Scheme Ordinance published between 1970 and 1987,Included in this series are individual ordinance amendments to the MMPS, as exhibited, as adopted, as approved and as lodged.- Exhibited Copy-Amendment deposited for public exhibition,- Adopted Copy-Amendment which has been adopted by the responsible authority and subsequently submitted to the Minister for Local Government for approval following review and report by the Town and Country Planning Board,- Approved Copy-Amendment which has been approved by the Governor in Council, incorporating modifications recommended by the Board and approved by the Governor in Council,- Lodged Copy-Finalised Amendment -copies of which were distributed to the Legislative Assembly, the Legislative Council, Titles Office, Central Plan Office (Crown Lands and Survey Department), the planning authority and the Minister for Local Government.Revocations of the MMPS approved by the Governor in Council are part of this series.Statutory information relevant to these amendments and revocations are described on the Planning Scheme Record Cards located in VPRS 16121.This series includes Interim Development Orders prepared by the Melbourne Metropolitan Board of Works for certain municipalities, e.g., Melbourne Metropolitan Interim Development Order 1968 - Shire of Eltham or to apply particular planning controls, e.g., Melbourne Metropolitan Interim Development Order Urban Conservation Areas approved by the Governor in Council 7 April 1983.

本系列馆藏1954年至1988年期间的规划管控书面文档。
依据1954年《城乡规划（都会区）法》，MMBW负责为都会区制定临时开发令（Interim Development Order，IDO），在《墨尔本都会区规划方案》宪报公布前推行都会区规划管控措施。首份临时开发令于1955年3月1日正式宪报公布。本系列涵盖MMBW后续发布的临时开发令的重新批准、修改及修订文件。与MMBW临时开发令批准/重新批准相关的政府宪报通告均收录于本系列中。

1959年版临时开发令首次包含印刷地图——此前的临时开发令仅提及1954年公开展示的《墨尔本都会区规划方案》（馆藏于VPRS 16157）。
本系列包含1954年7月21日存档以待公开展示的《1954年墨尔本都会区规划方案法令》、MMBW于1959年10月20日通过并于1968年4月30日经总督会同行政会议批准的《墨尔本都会区规划方案》副本、1968年5月22日宪报公布并存档的《墨尔本都会区规划方案》副本，以及1970年至1987年间出版的《墨尔本都会区规划方案法令》整合重印本。

本系列还包含《墨尔本都会区规划方案》的各项单项法令修订文件，涵盖公开展示版、通过版、批准版及存档版：
- 公开展示版修订文件：提交公众展示的存档修订案；
- 通过版修订文件：已由主管机构通过，并经城乡规划委员会审查并提交报告后，提交地方政府部长批准的修订案；
- 批准版修订文件：经总督会同行政会议批准的修订案，纳入了委员会建议的修改内容并获总督会同行政会议核准；
- 存档版修订文件：最终定稿的修订案，副本已分发至立法会、立法委员会、产权办公室、中央规划办公室（土地与测量署，Crown Lands and Survey Department）、规划主管机构及地方政府部长。

经总督会同行政会议批准的《墨尔本都会区规划方案》废止文件亦属于本系列馆藏范畴。与这些修订及废止相关的法定信息，记载于馆藏于VPRS 16121的规划方案记录卡中。

本系列涵盖墨尔本都市工程局为部分市政区域编制的临时开发令，例如1968年版《墨尔本都会区临时开发令——埃尔瑟姆郡》，或是针对特定规划管控措施的临时开发令，例如1983年4月7日经总督会同行政会议批准的《墨尔本都会区城市保护区临时开发令》。
