Determinantes para Cumprimento do Prazo de Projetos do Programa de Aquisição Alimentos – Doação Simultânea em Minas Gerais1

The study presents some determinants that affect the compliance of PAADS projects within the stipulated period of 10 months in Minas Gerais state for the period between 2009 and 2011. It was used the logistic regression model and the data was obtained from Cirino et al. (2013). The results showed that the variables have a Management Information System, have a production planning with farmers and number of projects of which the main responsible for the management of PAA-DS within the social organization participated of the elaboration increase the probability of finishing the project on time. On the other hand, the variables delay in delivery of products by farmers and number of projects of which the main responsible for the management of PAA-DS within the social organization participated in the management reduce the chances of social organizations finish the PAA-DS project within the stipulated time. Thus, there is the need for public policies to encourage the acquisition and implementation of a Management Information System for management of such projects, as well as the empowerment of organizations in order to enable them to implement the practice of administrative functions, as such functions they are linked to finish PAA-DS projects on time.

本研究针对2009年至2011年间巴西米纳斯吉拉斯州（Minas Gerais）内，期限要求为10个月的PAA-DS项目（PAADS）按期合规完成的影响因素展开分析。本研究采用逻辑回归模型，所用数据源自西里诺（Cirino）等人（2013）的研究成果。研究结果表明，以下三类变量可提升项目按期完成的概率：配备管理信息系统（Management Information System）、与农户协同制定生产规划，以及主要负责社会组织内PAA-DS项目管理的负责人参与项目制定环节的项目数量。另一方面，以下两类变量会降低社会组织按期完成PAA-DS项目的可能性：农户交付产品出现延迟，以及主要负责社会组织内PAA-DS项目管理的负责人参与项目管理的项目数量。据此，有必要出台公共政策，鼓励相关方购置并部署用于此类项目管理的管理信息系统，同时赋能社会组织，使其能够履行各项行政管理职能——而这些职能与PAA-DS项目的按期完成直接相关。
