Food Safety Governance in Institutional Voids of Transitioning Economies: Evidence from Vietnamese School Meal Supply Chains

This dataset provides the empirical basis for the study titled "Food Safety Governance in Institutional Voids of Transitioning Economies: Evidence from Vietnamese School Meal Supply Chains." The data were collected and analyzed to dissect the micro-structure of governance fractures and the "biological realization" of risks within public food procurement systems. The dataset consists of two primary components: 1. Qualitative Transcripts: This file contains the full Vietnamese transcripts (mổ băng) derived from five in-depth investigative reports broadcast by national media agencies, specifically Vietnam Television (VTV) and the People's Police Television (ANTV) between 2024 and 2026. The transcripts capture the authentic "voices" of 28 key stakeholders (N = 28) across the supply chain, including: • Regulatory & Enforcement Officials: Quarantine officers and health inspectors. • School Management: Principals and school accountants. • Food Suppliers: Catering contractors and processing facility owners. • Beneficiaries: Parents, teachers, and students. • Subject Matter Experts: Legal and policy analysts. The transcripts cover systemic food safety incidents in major urban and semi-urban centers, including Hanoi, Ninh Binh, Thai Nguyen, and Ho Chi Minh City. 2. Qualitative Data Structure and Gioia Coding Analysis: This file provides the systematic coding process following the Gioia methodology to ensure analytical transparency.
