General Purpose Water Accounting Reports - Gwydir Catchment

NSW is the leading state in implementing standardised water resource accounting. The General Purpose Water Accounting Reports (GPWAR) adopt the Australian Water Accounting Standard 1 (AWAS 1). The annual GPWAR is prepared for all major regulated NSW inland valleys. The reports are published following the closure of the water year. \r\nThe annual reports provide stakeholders with consistent and transparent water resource accounting information.\r\n\r\nIncluded in the GPWAR are:\r\n\r\n•\ta contextual statement summarising the climatic conditions, water resources, environmental holdings, water trading market and water resource management in the water source for the reporting period\r\n\r\n•\ta physical flow diagram illustrating changes in storage volumes and the associated inflows and outflows\r\n\r\n•\twater accounting statements presenting the opening and closing balances, and itemised changes to these balances for available water resources (water assets), licenced allocation accounts (water liabilities) and planned environmental water accounts (water liabilities)\r\n\r\n•\tdisclosure notes (linked to the figures within the water accounting statements) providing detailed information of accounting components including:\r\n\r\n (i) access licence account balances planned and held environmental, \r\n (ii) water account balance, \r\n (iii) detailed available water determination report,\r\n (iv) temporary trading by licence category,\r\n (v) supplementary announcements and usage by river reach,\r\n (vi) physical inflows and outflows to the system for the water year.\r\n\r\n•\twhile groundwater has not been directly included in this GPWAR (aside from those processes that directly affect the regulated river), annual groundwater summary reports by water source are published separately and accessible via the department’s website.\r\n\r\n

新南威尔士州（New South Wales，简称NSW）是推行标准化水资源核算的领先州份。通用水资源会计报告（General Purpose Water Accounting Reports，简称GPWAR）遵循《澳大利亚水资源会计准则第1号》（Australian Water Accounting Standard 1，简称AWAS 1）编制。该年度通用水资源会计报告覆盖新南威尔士州所有主要受监管内陆流域，于水文年度结束后发布。
此类年度报告可为利益相关方提供一致且透明的水资源核算信息。

通用水资源会计报告包含以下内容：

• 背景说明：汇总报告期内相关水源的气候状况、水资源禀赋、环境保有水量、水权交易市场及水资源管理情况

• 实物流量图：展示蓄水容积变化及对应的流入、流出情况

• 水资源核算报表：列示可用水资源（水资产，water assets）、许可配水账户（水负债，water liabilities）及规划环境用水账户（水负债，water liabilities）的期初、期末余额，并分项说明此类余额的变动情况

• 披露附注：关联水资源核算报表中的数据，对各类核算科目提供详细说明，具体包括：

(i) 取水许可账户余额、规划持有及已持有的环境用水相关情况
(ii) 水账户余额
(iii) 详细可用水量核定报告
(iv) 按许可类别划分的临时交易情况
(v) 分河段的补充公告及用水情况
(vi) 本水文年度内系统的实物水量流入与流出情况

• 尽管本次通用水资源会计报告未直接纳入地下水相关内容（直接影响受监管河道的地下水过程除外），各水源的年度地下水汇总报告将单独发布，公众可通过相关部门官网获取。
