This public evidence package documents a controlled upstream impairment test of the installed GAL-2 local daemon. The test captured application-facing GAL-2 Time Contract behavior across baseline LIVE operation, controlled upstream impairment, and recovery after restoring upstream access. Observed modes included LIVE, HOLDOVER, DEGRADED, and FAIL_CLOSED. When safe consumption could no longer be justified, safe_to_consume became false. The corrected summary reports 72 contract snapshots, 0 monotonic_sequence backward steps, 0 gal2_time backward steps, and a public-safe secret scan result of PASS with 0 findings.
