For each bodily injury accident (i.e., an accident occurring on a public road, involving at least one vehicle and causing at least one victim requiring medical care), information is recorded by law enforcement units (police, gendarmerie, etc.) present at the accident scene. This data is compiled into a form called the bulletin danalyse des accidents corporels, and all forms constitute the national file of bodily injury traffic accidents, known as the Fichier BAAC, managed by the National Interministerial Road Safety Observatory (ONISR). The databases, extracted from the BAAC file, list all bodily injury traffic accidents that occurred during a specific year in metropolitan France, overseas departments (Guadeloupe, Guyana, Martinique, Réunion, and Mayotte since 2012), and other overseas territories (Saint-Pierre-et-Miquelon, Saint-Barthélemy, Saint-Martin, Wallis-et-Futuna, French Polynesia, and New Caledonia; available in open data only from 2019) with a simplified description. This includes accident location information, as well as details about accident characteristics and location, vehicles involved, and their victims. Compared to aggregated databases 2005-2010 and 2006-2011 currently available on data.gouv.fr, the databases from 2005 to 2024 are now annual and consist of 4 files (Characteristics – Locations – Vehicles – Users) in CSV format. However, these databases obscure certain specific data related to users and vehicles and their behavior, as disclosure could infringe on personal privacy or reveal behavior that might harm individuals. Caution: Data on hospitalized injuries from 2018 onward cannot be compared to previous years due to changes in law enforcement recording processes. Statistical use requires careful reference to BAAC forms and coding guides.
