Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans, RPPs）是国家开展风险预防工作的核心工具，其目标为管控风险区域内的开发活动。 一项风险预防计划的编制工作会生成一套空间数据集，该数据集可进一步划分为多个子数据集。同一项风险预防计划所包含的空间数据集涵盖以下内容： — 风险暴露范围 — 计划获批后的限制区域。 根据风险预防计划的相关规制要求，上述限制区域可划分为三类：其一为建筑禁止区域，俗称“红色区域”，通用规则为严禁开展建筑活动；其二为合规管控区域，俗称“蓝色区域”，该区域内的项目需适配针对具体问题类型与灾害类型制定的相关要求；其三为未直接暴露于风险之中，但仍需遵守相关禁止规定或合规要求的区域。 本数据集仅为参考性资料，唯有经行政公署（prefecture）核准签章的纸质文件方为正式有效凭证。
