Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，以下简称RPPs）是国家实施风险预防的核心工具，其目标为管控风险区域内的开发活动。 编制RPP会生成一套空间数据集，该数据集被划分为若干子数据集。单份RPP所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 获批后的计划管控区域。 RPP相关法规将管控区域划分为三类：一是‘禁止建设区’，俗称‘红区’，原则上严禁开展建设活动；二是‘管控要求区’，俗称‘蓝区’，该区域内的项目需根据具体问题类型与灾害类型适配相应要求；三是未直接暴露于风险之下，但仍需遵守相关禁令或管控要求的区域。 本数据集仅作参考信息，唯有加盖县级行政主管部门核准签章的纸质文件方为正式有效文本。
