Landscape Influence Area of Vézelay

Since the Universal Exceptional Value (V.U.E.) of the UNESCO Property of Vézelay is likely to be impacted by wind projects, a study of the Landscape Influence Area of the site has been carried out in order to protect the Good in what is essential. This study leads to a preservation area supplemented by an area of vigilance taking into account the heritage dimension of the property as well as the emblematic views. Without legal value but developing technical and methodological arguments, this study will provide support for future projects for decision-making and the preparation of impact assessments. However, this work, which results from argumented methodological choices, should be used with discernment. In particular, two points of attention should be taken into account: * it was chosen to perform the visibility calculations with 180 m wind turbines at the end of the blade; * zonings were determined from geography (topography) and empirical field work but also from a model, numerical calculations and arbitrations. For all these reasons, the contours of the different zonings are often a transition zone that needs to be deepened as needed.本数据集收录了由勃艮第-弗朗什-孔泰省环境、规划与住房局（DREAL Bourgogne-Franche-Comté）开展的韦泽莱景观影响区研究，以及2017年3月风电项目所涉及的区域边界。 鉴于韦泽莱联合国教科文组织（UNESCO）遗产地的非凡普遍价值（Universal Exceptional Value，V.U.E.）可能受到风电项目的影响，研究团队针对该场地的景观影响区开展了专项研究，以守护核心区域的优良风貌。本次研究划定了保护区域，并结合该遗产地的遗产属性与标志性景观视野，增设警戒区域作为补充。本研究虽不具备法律效力，但已构建了完善的技术与方法论证体系，可为未来项目的决策及环境影响评价的编制提供支撑。 然而，本研究基于经过严谨论证的方法学选择，使用时需审慎甄别。 具体而言，需重点关注以下两点： * 本次可见性计算以叶尖高度为180米的风力发电机组作为观测基准； * 分区划定综合参考了地理（地形）条件、实地调研经验，同时结合了模型模拟、数值计算与专家研判结果。 基于上述原因，各分区的边界往往属于过渡地带，需根据实际需求进一步细化完善。
