The regulated zoning of the land use plan (POS) is digitised in accordance with the national requirements of the CNIG.
In a land use plan there are two main types of restricted areas: urban areas (U) and natural areas (N). These areas shall be demarcated on one or more graphic documents. A regulation is attached to each area. The by-law may lay down different rules, depending on whether the purpose of the construction relates to housing, hotel accommodation, offices, commerce, crafts, industry, agricultural or forestry operations or warehouse functions.
Zones U and N are themselves divided according to existing or future developments.
Thus in urban areas:
— the UA areas indicate ancient urbanisation and dense tissue;
— the UB areas a recent urbanisation with mainly collective housing;
— UC areas a recent urbanisation but with pavilion habitat;
— the UJ zones the various areas of activity of the municipality.
With regard to natural areas:
— the NA areas are referred to as future urbanisation, i.e. they can be developed at a later stage;
— NB areas are natural areas partially serviced by equipment and in which constructions exist, but no further development is planned;
— NC zones represent natural areas protected because of the agricultural value of the land or the richness of the soil or/or subsoil;
finally, the ND areas are natural areas to protect either the quality of the sites or because there are nuisances or risks.
本规划文件已被《城市规划法典》(Urban Planning Code)第L 174-3条废止,自2017年3月27日起归入RNU(National Urbanism Regulations,简称RNU)管理。
土地使用规划(Land Use Plan,简称POS)的管制区划已依据国家地理信息全国委员会(National Commission of Geographic Information,简称CNIG)的国家规范完成数字化。
土地使用规划中包含两类主要管制区域:城市建设区(Urban Areas,简称U)与自然保护区域(Natural Areas,简称N)。上述区域需通过一份或多份规划图纸进行划定,每个区域均附带对应的管制规则。管制细则可根据建设用途制定差异化要求,建设用途涵盖住宅、酒店住宿、办公、商业、手工业、工业、农林作业或仓储功能等。
U类与N类区域可依据现有开发状态或未来规划进一步细分。
因此城市建设区可细分为:
— UA(Urban Ancient Areas)区域代表既往城市化区域与高密度建成街区;
— UB(Urban Recent Collective Housing Areas)区域代表以集合住宅为主的近期城市化区域;
— UC(Urban Recent Pavilion Housing Areas)区域代表采用独栋住宅布局的近期城市化区域;
— UJ(Municipal Activity Zones)区域代表本市各类产业活动用地。
关于自然保护区域:
— NA(Future Urbanizable Natural Areas)区域为待开发城市化区域,即可在后续阶段进行开发建设;
— NB(Partially Serviced Natural Areas)区域为部分配套设施完善且已有建筑存在的自然区域,但暂无进一步开发计划;
— NC(Protected Natural Agricultural/Subsoil Areas)区域为因土地农业价值、土壤或地下资源丰富性而受到保护的自然区域;
最后,ND(Protected Natural Site/Risk Areas)区域为需保护场地环境质量,或因存在妨害因素与安全风险的自然区域。
