Dataset Direct Download Service (WFS): Installations classified for environmental protection

An ICPE is a facility that is likely to cause harm or risk to the environment, as a result of its activities and the products present on the site.
The European Seveso 2 Directive 1996 (which replaces the 1989 Seveso Directive) concerns certain installations classified for the protection of the environment using dangerous substances or preparations. The Seveso Directive, contrary to the ICPE rules, concerns only major industrial risks and does not address the issue of nuisance. These rules introduce two classification thresholds: “Seveso Low Threshold” and “Seveso High Threshold”.
Activities covered by the legislation of classified installations shall be listed in a nomenclature which makes them subject to a system of authorisation, registration or declaration according to the magnitude of the risks or disadvantages that may arise.
Only installations subject to authorisation and operating state recording are available in this dataset.

环境危害设施（ICPE）是指因自身运营活动及场内留存的产品，而可能对环境造成危害或风险的设施。
1996年欧盟塞维索二号指令（Seveso 2 Directive 1996）取代了1989年版《塞维索指令》，该指令针对使用危险物质或制剂、需按环境保护标准完成分类的特定设施。与ICPE相关规则不同，塞维索指令仅关注重大工业风险，并未涉及环境妨害（nuisance）问题。该指令设置了两项分类阈值：“塞维索低阈值”与“塞维索高阈值”。
分类设施立法覆盖的活动应列入活动名录，此类活动需根据可能产生的风险或危害程度，受授权、登记或申报制度的约束。
本数据集仅收录受授权管理且需记录运行状态的设施。
