Dataset Direct Download Service (WFS): Plans of Submersible Surfaces (PSS) in Haute-Garonne

In 1935 Article 2 of the Decree-Law of 30 October 1935 provided for PSS (Submersible Surface Plan) to manage flood risk; These plans are public utility easements affecting land use and allow the administration to oppose any action or work likely to impede the free flow of water or the conservation of flood fields.

The flooded areas listed in the PSS come from the observation of the highest floods in the study area. The Environmental Code states that the PSS are a flood risk prevention plan (Article L 562-6 of the Environmental Code).

The SSPs are being revised. Eventually, they will all be replaced by flood risk prevention plans (PPRi).

In Upper Garonne, all the PSS were approved by decree on 6 June 1951.

1935年10月30日颁布的政令第2条规定，淹没地表规划（Submersible Surface Plan，简称PSS）用于管理洪水风险；此类规划属于影响土地使用的公共役权，允许主管部门反对任何可能阻碍水体自由流通或淹没区保护的行为或工程。

PSS中列明的淹没区域，源自对研究区域内最高洪水的观测结果。《环境法典》规定，PSS属于洪水风险预防规划（《环境法典》第L 562-6条）。

当前各PSS正处于修订阶段，最终将全部由洪水风险预防规划（PPRi）取代。

在上加龙地区，所有PSS均于1951年6月6日通过政令获批。
