Plans of Submersible Surfaces (PSS) in Haute-Garonne

In 1935 Article 2 of the Decree-Law of 30 October 1935 provided for PSS (Submersible Surface Plan) to manage flood risk; These plans are public utility easements affecting land use and allow the administration to oppose any action or work likely to impede the free flow of water or the conservation of flood fields.

The flooded areas listed in the PSS come from the observation of the highest floods in the study area. The Environmental Code states that the PSS are a flood risk prevention plan (Article L 562-6 of the Environmental Code).

The SSPs are being revised. Eventually, they will all be replaced by flood risk prevention plans (PPRi).

In Upper Garonne, all the PSS were approved by decree on 6 June 1951.

1935年10月30日颁布的政令第2条明确规定，PSS（Submersible Surface Plan，地表淹没规划）用于管控洪水风险；此类规划属于影响土地利用的公共地役权，允许行政主管部门反对任何可能阻碍水体自由流动或洪泛区保护的行为与工程。
PSS所划定的洪泛区域源自对研究区域内历史最高洪水的观测结果。《环境法典》第L 562-6条明确规定，PSS属于洪水风险预防规划。
当前SSPs正处于修订进程中，最终将全部由洪水风险预防规划（flood risk prevention plans，简称PPRi）取代。
在上加龙省，所有PSS均于1951年6月6日经政令批准生效。
