According to § 76 WHG, flooding areas are areas of above-ground waters and dikes or floods and other areas that are flooded or flowed in the event of floods of an above-ground water or which are claimed for flood relief or retention.

根据《德国水管理法》（Wasserhaushaltsgesetz, WHG）第76条的规定，洪水淹没区系指地表水体与堤防区域，或是因地表水体发生洪水而被淹没、漫溢的区域，抑或被划定用于防洪或滞洪的区域。
