The Traditionally Underserved Index (TUI) uses data from the US Census Bureau 2020 Census Block Groups for the State of Florida with selected fields from the 2016-2020 American Community Survey (downloaded from FGDL) to assign traditionally underserved index scores by block group in Palm Beach County. A new methodology was introduced that used 2020 Census geographies (tracts and block groups) for the first time. The indicators included in the TUI are: Racial Minority: Non-White Population Ethnic Minority: Hispanic or Latino Population Below Poverty: Population Below Poverty Limited English Speaking (LEP): Population speaking English "not we" or "not at all" Persons with Disabilities: Population with a Disability Elderly: Population 65+ Youth: Population Ages 5 to 21 Zero Vehicle Households: Households with No Vehicle Available Low Education Attainment (LEA): Population with Less Than High School Diploma The following methodology is used to calculate the traditionally underserved index scores: Divide the indicator population for each block group by the relevant universe population for that block group to get a percentage. Calculate the countywide average and standard deviation for each indicator using the percentages. Using the mean and standard deviation, standardize the percentages for each indicator, for every block group. Weight the Racial Minority, Ethnic Minority, and Below Poverty indicators by multiplying all standardized scores greater than 0 by 1.5 (scores below 0 are not weighted). These indicators are weighted because they are Environmental Justice populations. Assign indicator categories to block groups based on the standardized scores, using the weighted standardized scores for the EJ indicators. - Very High: equal to or greater than +2 standard deviation from countywide average - High: equal to or greater than +1 standard deviation but less than +2 standard deviation from countywide average - Medium: equal to or greater than countywide average but less than +1 standard deviation from countywide average - Low: less than countywide average (0) Average the standardized scores for each indicator (using the weighted scores for the EJ indicators) to get a weighted composite score for each block group. Standardize the weighted composite scores for each block group. Assign final TUI categories to block groups based on the criteria in Step 5.

传统弱势群体指数(Traditionally Underserved Index, TUI)以美国人口普查局(US Census Bureau)佛罗里达州2020年人口普查街区组数据为基础,结合2016-2020年美国社区调查(从佛罗里达地理数据图书馆FGDL下载)的选定字段,为棕榈滩县各街区组计算传统弱势群体指数得分。本研究首次采用了基于2020年人口普查地理单元(普查tracts与街区组)的全新方法论。 TUI包含以下指标: - 少数种族:非白人人口 - 少数族裔:西班牙裔或拉丁裔人口 - 贫困状况:处于贫困线以下人口 - 有限英语能力群体(Limited English Speaking, LEP):英语仅能勉强使用或完全不会使用的人口 - 残障群体:残障人口 - 老年群体:65岁及以上人口 - 青年群体:5至21岁人口 - 无车家庭:无可用车辆的家庭 - 低教育程度群体(Low Education Attainment, LEA):未取得高中文凭的人口 计算传统弱势群体指数得分的具体流程如下: 1. 将各街区组的某一指标人口数除以该街区组对应的全域人口数,得到占比。 2. 基于各街区组的指标占比,计算全县范围内该指标的平均值与标准差。 3. 利用平均值与标准差,对每个街区组的各指标占比进行标准化处理。 4. 对少数种族、少数族裔及贫困状况三类指标进行加权:将所有标准化得分大于0的数值乘以1.5(得分小于0的数值不进行加权)。上述三类指标需加权的原因在于其属于环境正义(Environmental Justice)群体范畴。 5. 基于标准化得分(环境正义指标使用加权后的标准化得分),为各街区组划分指标等级: - 极高:与全县平均值的偏差大于等于+2倍标准差 - 较高:与全县平均值的偏差大于等于+1倍标准差且小于+2倍标准差 - 中等:与全县平均值的偏差大于等于0且小于+1倍标准差 - 较低:低于全县平均值(即偏差小于0) 6. 对各指标的标准化得分(环境正义指标使用加权得分)进行平均,得到各街区组的加权综合得分。 7. 对各街区组的加权综合得分再次进行标准化处理。 8. 基于步骤5中的划分标准,为各街区组赋予最终的TUI等级。
