A country is a project territory characterised by “geographical, economic, cultural or social cohesion”; a place of collective action which brings together municipalities, groupings of municipalities, socio-professional organisations, enterprises, associations... around a joint development project; a privileged level of partnership and contractualisation that facilitates the coordination of community, state and European initiatives for local development.
