Proportion of organic food products served in municipal and departmental collective restaurants

This indicator measures the proportion of purchases labelled as organic in the tax-free purchase value of meals served in collective restaurants in the City of Paris. The calculation is based on the data provided by the catering operators: crèches, schools, colleges, staff restaurant of the City of Paris, EHPAD, solidarity restaurants and Emerald, child welfare institutions. The regulatory obligation is to reach 20% by 1 January 2022. The 2022-2027 Sustainable Food Plan sets a target of 75% organic products by 2027 in all catering establishments in Paris. The share of food from organic farming in meals served in municipal and departmental catering was 35% in 2019 and 42% in 2023 (share of the value excluding taxes of food purchases). The target set by the City of Paris’ Sustainable Food Plan is 75% organic by 2027. The indicator has been monitored since 2019. Indeed, 2019, the calculation was made on the volume of food. In 2020 and 2021, there was no data collection due to sanitary conditions. In 2022, the data collected is not usable because it represents less than 50% of managers. For 2023 data, the choice was made to study this indicator as a share of the tax-free value of food purchases, for better monitoring and consistency with national regulatory objectives.本指标用于衡量巴黎市集体餐厅供应餐食的免税采购总额中，标注为有机食品的采购占比。其计算数据由餐饮服务商提供，涵盖托儿所、学校、中学、巴黎市员工餐厅、养老机构（EHPAD）、互助餐厅及Emerald机构、儿童福利机构。根据监管要求，相关机构需在2022年1月1日前将该占比提升至20%。《2022-2027年可持续食品计划》设定目标：到2027年，巴黎全市所有餐饮机构的有机食品采购占比需达到75%。 2019年，巴黎市政及省级餐饮机构供应餐食中，有机农业来源食品占比为35%；2023年该占比升至42%（统计口径为食品采购额的免税部分）。巴黎市《可持续食品计划》设定的最终目标为：2027年有机食品采购占比达到75%。 本指标自2019年起启动监测：2019年的统计基于食品采购总量；2020年及2021年受公共卫生事件影响，未开展数据采集工作；2022年采集的数据因覆盖范围不足餐饮经营者总数的50%而无法使用。2023年起，为提升监测效果并与国家监管目标保持一致，该指标的统计口径调整为食品采购额的免税占比。
